The Ph.D is found in a graduate school that is based on the "Boulder Model" of training in psychology. This means that you are trained as a scientist which is than used to develop clinical skills. The Psy.D is based on the "Aspen Model" in which clinical training is taught with a lesser focus on the underlying science. The difference would be akin to someone getting a Ph.D degree in biology then going to medical school to become a doctor vs. someone who only goes to medical school. So it isn't necessarily easier to get into a Psy.D. program, although most have higher rates of acceptance. Rather it is what do you want to get out of your education. The Ph.D is more difficult but more complete. In terms of professionals afterwards the Ph.D is far more prestigious and more likely to help in finding more different types of jobs. In practice of treatment it is the difference of going to therapy, Ph.D, vs. counseling, Psy.D. Counselors treat the issue not the underlying cause.

Yes, but PsyD is more expensive and it is harder to get funding. Also, PsyD is fairly new, and some "old school" psychologists see it as a lesser degree because it lacks a heavy research based program.
My friend has just actually been accepted into a PsyD program. I asked him this very same question a few days ago. A PsyD and a PhD are still both Doctoral degrees, and are the same thing. Much like an MD and a DO (Doctor of Osteopathy) are both physicians able to prescribe meds. Of course, one is more prestigiuos and well known than the other, but at the end of the day, both a PsyD and a PhD will refer to a psychologist. The programs are virtually the same, however, PsyD is usually only offered at private schools and thus, may cost a little more. The benefit is that it is slightly less competitive because of this fact.
hmm i've seen PsyD programs in public schools. but i think funding might be difficult.
