Arrogance is a malfunction of the ego ... a distortion of perception of one's self image. It can be a learned trait through example and misguidance, or it can be manifested from a subconscious sense of insecurity. There isn't too much difference between arrogance and ignorance when you look at them closely.

Definitely learned. I don't think anyone is born arrogant.
I think it can be learned by seeing others act in this way and thinking it is normal or ok to act this way. But, I think it is also a choice that one makes. The opposite of arrogance would be humility. Humility sees ones faults and frailites and can accept being imperfect. When one cannot see or accept there own frailties they become arrogant because they are blind-sighted.
It is learned. Sometimes, it's not literally taught, but that you saw someone this way when you were young and you were affected by them so much. That's how the personality is built most of the time.
