Push back management theory - anyone heard of it? PLEASE HELP.?

There is a theory that i have heard about several times but can not find anything on the internet regarding it. It is commonly called "push back" regarding management and supervisor roles and positions. The theory is that whenever management comes to you regarding new/updated policies, procedures, guidelines, etc. you can "push back" with your own ideas, opinions, etc.
This new theory gives employees the opportunities to express how they feel and to have a strong, valid opinion regarding common operations and improvement. However, this strategy doesnt allow employees to make their own rules or go wild. Employees will be heard if they have a valid argument but approval is ultimately in managements hands.
For instance, 'aged' coaches, like Mike Ditka and Bobby Knight use yelling, anger, and other different techniques to motivate his players accordingly. However, modern football coaches like Tony Dungy use common sense, strategic conversation, etc. to motivate his players.

..You can't find it on the Internet because it's not a formal theory. You have a good grasp of the basic concept, however.

As a matter of fact mainstream leadership and management practices teach that there are circumstances when the smartest thing a boss can do is get the input of the employees. Or if they say they have input, to listen to it. Not always accept it, but at least consider it.

The circumstances are...
1. Do the employees have competence in this area?
2. Do the employees really care about the issue?
3. Is the issue of the type that gathering more information or ideas may benefit the outcome?
4. Is there time to consider what they have to say?

Encouraging employees to "push back" is just the new language evolving around this concept.
