What is National Anchor Norms? How is it done? what are the advantages and disadvantes of this?

..National anchor norms are used to consider two tests that were normed by using the same sample. In other words, each member of the sample population took both tests.

The advantage is that you can better compare the two tests, because the statistics came from exactly the same population.

The disadvantage is that it is hard enough to get an adequate sample size for statistical analysis. It's even harder to get a single population to take two tests.
