It really depends on your subject of stimulation. The higher the animal, the more generalizations they can make. In addition, it also depends on your type of stimulus.
For higher animals (such as mammals), it is true that reinforcement and punishment (here on called conditioning) on one specific case will cause them to associate it w/ other cases. For example, if pressing a bar causes an electric shock, then the animal will avoid the bar. However, they will not be able to distinguish between a red and a green bar (a lot of animals are colorblind in the first place). Also, if you replace the bar with a knob, the animal will likely not generalize unless you're dealing with a more intellegent species, such as a monkey. Even in this case, they might need more experience to generalize the conditioning to other novel conditions.
In terms of conditioning, the ones that stimulate the animals stronger since will cause them to remember longer at least. This is simply because what they feel is more profound. On the other hand, if you condition via stimulation of a not-so-sensitive reaction, they you'll likely not achieve the same results.
