Can a dumb person be made smart? if so, how?

It's easier to make a smart person dumb. You can make a dumb person seem smart by giving them a lot of experience and expertise. Or you can throw them into situations where they have to live by their wits until their mental reactions speed up. Of course, the second way poses a significant risk of flat out breakdown.
Chemically, you can feed them Omega-3 and Omega-6 fatty acids (present in fish and flaxseeds, they help with memory) and keep them away from refined sugar. Caffeine may also help for short periods of time. Hormonal imbalances must be monitored and kept to a minimum if possible. This can be done to females by NOT feeding them plants with phytoestrogens such as soybean products. Milk and meat should be eaten in moderation by both sexes.
Pain may play a part in intelligence, but I haven't reached a conclusion about it. Chronic pain can certainly make a person seem flighty or dull but maybe pain helps us learn too if received in short, fast instances.
No one is dumb. Each individual has their own understanding of things that they have more knowledge of than others in that area.
Have you ever heard of an educated fool? Someone who thinks they know it all because they have book learning. Sometimes this type of learning can't compare to what you learn by experience.

If you mean intelligence... no, only they can make the choice to become intelligent. It's not something you learn. It's more like a muscle, if you never use it. you get stupid.
Knowledge, well you can just read stuff and go to school, but you wont necessarily get any more intelligent.
Wisdom, that just comes with time and experience.
