Why is it that pills are given out, with very little therapy/support?

Usually, medications are prescribed by Psychiatrists, who don't usually spend time in therapy with a patient. After an initial meeting with a Psychiatrist, they usually see patients for 15 minute med checks every month or two. If a patient is stable they will sometimes go three months.
I agree that therapy and support are also needed. Therapy can be time-consuming and expensive but it's usually worth it. For those who can't afford it, there are usually pastoral care, Mental Health clinics run by the state, or sometimes church-related therapy. I know Catholic Charities in Texas will do this on a sliding fee scale, even for those who are not Catholic. Support can be found on-line or, better yet, face-to-face in support groups for almost every kind of mental health problem. A good all-around group is NAMI. There is also a group called DBSA for those who are depressed or have Bipolar Disorder. Links are below.
It's easier just to give them their pills and let them figure things out on their own...are you trying to make shrinks actually work?
Everyone is looking for the miracle cure. The media is now working to convince us that we are capable of this immediate satisfaction by popping a pill. The credit card companies do a similar thing. They are convincing us that buying something will make us happier or more complete people.
Client/therapist interaction is very expensive, and I know that the health department will work with you, and that some conditions require meds for a closer to normal life, BUT, people have to want it and ask for it. "I'm not going to the shrink - let me try the pills first." Try the pills, gain more weight. get more depressed, yada yada yada.
And all the counselor is going to do is help you to (hopefully) change the way you think. So you can change your life. A very simple thing; a blessing if you can do it.
