Actually you answered your own question, it was believed that our ancestors choose a mate by a woman fullness in her lips, hips, and breast, much like we do today. The reason being more than physical attraction. Women with fuller lips, big hips and thighs produce more estrogen, which is the female hormone. The more estrogen in a women increases the possibility for them to conceive, and increases the conception rate. While women with small lips a more muscular looking face produce more testosterone, the male hormone.
Lipstick fools the eyes by making a persons lips appear thicker and more full, thus increasing the chance a man will come along and talk to them, or in cave man terms find a mate.

The lipsticks makes them look more beautiful. No it is not related to no animal instinct that I know of and I use lipstick too.
