Maybe some kind of worry or insecurity. Depends what your normal association with water is. I used to be afraid of water when I was younger and although I'm not afraid as much now, I still can't swim so dreams with sea and waves always give me some kind of anxiety, if not fear. I think this is the unconscious way of my brain to tell me that I worry about something.
