an old fool is a supposedly mature person who never seems to learn the wisdom of life. now what could be worse than that?
It means that the older one gets in life they learn the lessons that a long life gives them. One who has grown old is very hard to fool, therefore old people are rarely fools and there is no such thing as an old person that is still a fool.
