Working as both a psychologist and a teacher, I can verify that there is only one circumstance in life when a child is GUARANTEED to improve and learn: When all members that are involved in that child's life (the Parents, Teachers, Counselors, Principals, and the Child themselves) take an active role in their development. Otherwise, it's always a hit-or-miss as to whether the child will reach any of their potential at all.
Of course. If you never teach your children discipline then they'll probably end up a druggy/thief/thug ect.

Yes, definitely. Of particular importance is the time between birth and about three years of age. The right hemisphere of the brain is larger and more developed during this time and children learn about their emotions and the emotions of others during this period, even though they can't really talk about it yet (implicit learning).
After age three the left hemisphere (processes language) catches up and more explicit learning takes place.
Definitely. I believe that parents are supposed to set up their child's foundation of good habits and personalities. When they act weak or show their children excuses of bad behavior, the children see their parents act that way and they grow up weak or end up heading in the wrong direction in life.

Genetics dictate a lot of your personality before your even born but not all. Enviroment plays a role as well as upbringing.. Most though is good ol' DNA, just like you can inherit physical characteristics, you can also inherit psychological characteristics. And if you lucky, money! :-)
