Having a company meeting to show application to everyone at the meeting? Is this normal?
This seems strange, to be some sort of backhanded insult of some sort? Should I go over there and take the application back, they seem troublesome ?

..Your experience seems odd and abnormal. You're right...why should they interview someone if they haven't already established a need to fill the position?
Maybe they've already selected someone, and just don't want to tell you that.
They have probably developed this canned response to give to everyone who is interviewed.
I don't think that they said that they needed to decide if they needed to create the position.
Instead, they may be saying that they are looking at several other people who they may hire instead of you. If they hire someone else, they won't need you to fill the position.
I believe this type of phraseology was popularized by the great Bill Clinton when he was obfuscating about the meaning of "is."
