Why would 98% of checking time show repetitive numbers i.e. 2:22, 3:33 etc.?

When waking in the night, I glance at a clock and it will 98% of the time be repeated numbers. Or walking through a room, glance at a clock any time, day or night and it will be 1:11, 2:22, 3:33, 4:44, 5:55, (rarely for 5:55) or even 12:12. Can it be coincidence and happen so frequently or does it mean something or show a particular brain function or programing?

It's only a random event.

This type of activity can occur if you consciously seek to see this time on a clock. And, even then, the probability of seeing those times would only increase by a small percentage.

Now, you may be the type of person who is continually checking the time at every opportunity. There are digital clocks everywhere these days. Sometimes, they are hard to ignore. This type of activity can also increase the probability that you will see those number sequences.
