Actions speak louder than words, especially for people who have a pattern of making promises to change without actually following though. As a result, I would want to see actions: a stable job; accountability with a parole officer or law enforcement official if they have broken the law; attendance at a self-help group for additions; individual counseling; perhaps financial assistance in some kind of debt management program; a support network of friends that can keep him or her accountable for their individual actions.
I would also want to hear them talk about their past without becoming defensive; verbalize some kind of understanding or insight as to how they got themselves into their "messes" and what they are going to do next time in order to change the pattern (e.g. "Before, when I got stressed out, I wouldn't talk to anyone about it; instead I just went gambling. Now, I know that instead of waiting until the last minute, when I get stressed, I can call my counselor or 12 step group, yada yada"); and also verbalize some kind of remorse and understanding that they hurt others through their actions.
However, even with all of this... it's a day to day process. Breaking these kinds of patterns is notoriously difficult.
