you arent comfortable enough with yourself. the next time your eyes meet someone elses, instead of looking away like a scared puppy, why dont you give them a nice smile and THEN you can look away. and dont be disheartened if someone doesnt return the smile, becuase that person is probably just shy, or mean. lol
Nothing wrong with what you are experiencing. I will talk to a friend and we will sit for hours talking. I will always scan the area and seldom look into my friends eyes. She understands that I like to watch people and see what others are doing.

You should give that some thought.
You need to stop and be aware. When you do that, it is disrespectful and shows you don't care about the person you are talking to.
