I think it means the wise man is the one who sees he can't change the past. He dosen't wish for things to happen but knows things do and prepares for them accordingly. He doesn't look back and regret poor choices but always looks forward.

I will use a Zen point of view here. I may not be right, but I feel like no one will be right on this question and that there will only be different points of views.
It seems that the wisest man is a person who just takes things as they are. He only knows what happens because that is what is happening. He is in the here and now, and only concentrates on that point in time. There is a past, a presesnt and a future, however he stays in the present, since there is no attachment to the past, and the future has not happened yet. He wishes for nothing else to happen because of nonattachment. If you wish for something then you have a special feeling and attachment for it.
So in a nutshell, the wisest man only knows what happens to him in the present time, and does wish for anything, nor does he reflect on anything.
He who doesn't wish for anything else than what happens.
Because.
this man avoids struggling against the momentum of the entire Universe.
Such a person can enjoy life now, instead of struggling all his life to the time when he can.

the wisest man is the one who knows and understands what he can change and has the wisdom to know which things he cannot change. he who wishes - has a dream.. he's wise if he knows its only a wish unless he puts it into action to make it come true for him. guess i am going to answer it... he who knows - knows the difference - he knows if you have a wish - gotta put into action to get it. so he who knows is the wisest!
I don't necessarily know who the wisest man is, but Socrates was said to be the wisest, not because he knew a lot, but because he knew that he did not know anything as compared with everyone else who thought they knew everything, but knew very little. So, I would say that the wisest man would be one who knows that there is more out there than what he knows and also one who lives a sophrone life.
