How come I can retrieve a memory (fact) at will, and feel that I know that I have it in memory somewhere?

Answer:
You can know it is there because scientists have empirically observed the electrical and chemical manifestations of the processes used by the hippocampus to store and retrieve memories.

And, the fact that you can retrieve past memories supports the supposition that the memories were stored in a retrievable location in the brain.
Cause you have it stored there, and you paid attention when storing it.
