I think they are both powerful in different ways with chaos being a destructive force and order being a positive force. I also believe chaos is temporary and always seeks order because order is self-sustaining and chaos is not.
Chaos .. Because when things are in order I have less concerns or worries. But when in Chaos all hell tends break lose so I say Chaos has a larger power over me.
To have Order and/or Chaos, means someone needs to express certain thoughts to have either Order or Chaos.
Bringing my answer to;
Order and Chaos having the same equal power until one is expressed more then the other. At which time then only can you determine in that situation which of the two expresses more power, Order or Chaos.

Chaos, since it is the state of nature (the natural state of things). Order takes intervention, it just doesn't happen, but when any system is left unattended, chaos results.
Now if you are talking about KAOS and CONTROL, I think CONTROL wins out, since it seems to be a government agency.
