Of course! Such cruel and infantile behavior should be met with action from the parent or guardian, not merely dismissed. Sometimes it's those kinds of little "angels" who turn out to be serial killers and terrible animal abusers-- yes, it's true. Many murderers started out with neighborhood pets as their victims. Therapy should begin straight away, and the child needs to be disciplined.
The abuse must end and therapy should begin.
Two things. Study the reasons why the child does these things. If anything can be done to mitigate the actual temptation then go for it.
Second study why the child is not inhibited from doing this and see what is necessary to inhibit the child. If can't be inhibited then throw'em away in a nut house or put in law school.

now now. it's all moral relativism. how can YOU say what is right or WRONG for another child? certain CULTURES allow such practices as NORMAL. who are YOU to judge that culture and the practices of their children??

The inaccuracy isn't in them being percieved as innocent as in the perception that innocence is necessarily good. Innocence means lack of knowledge, which does NOT make one good. One needs knowledge of the world to act in a moral way, the actions of an innocent being are amoral and so often immoral.
We're evolved from hunters and we instinctually like to kill things. In the environment in which we evolved that was how we got our food. We have to be taught by others that this is not appropriate behavior.
A child who is abusive to ants and flies does not need therapy. Western society has this absurd belief that children come into the world naturally good. They don't, they come into the world naturally amoral and until conscience develops it's natural for us to like the kill. Violent movies and video games are just more civilized expressions of the same instinct. Teaching them right from wrong is YOUR job as a parent, not a therapists'.
When they end up in Juvinile court. It is one of the first signs of being a cerial killer. Proven fact. It should never be handled as an innocent act. The child needs medical attention NOW.

I don't understand your Qu., but the children who are abusive to animals need IMMEDIATE psychological treatment!! That's only the first step to doing harm to people and to immunizing themselves to feelings to others--peopls and animals!!
Something should be done. That's how Jeffrey Dahmer got started with killing & turned into a serial killer.
