Definitely, I had an Aunt who lived on her own for 25-30 years. She passed away just a few months ago, from heart trouble. She made her own day to day decisions. Some were not very responsible, but she did it her way. She married and lived a full life. Her husband was handicapped also. They needed money management help in the beginning, but eventually made most of their financial decisions. Some of those decisions were not on the mark at times and they were easily taken advantage of by residents in the low rent projects they lived in. With input from family they did OK. I'm not sure if she would have been able to do it "without needing any assistance" not in the beginning anyway. She was to vulnerable to the predators of the world. Even a salesman at a local appliance store who took advantage of a clean credit rating. Selling her big ticket electronics on credit, that she could not pay for. She didn't have good credit for long. Some help is probably needed to make the transition from parental supervision to living alone.

The key word is mild. I have a fairly high IQ and I need some assistance every day. You're probably referring to bathing and dressing and preparing food. I've worked with exceptional people through most of my nursing career. Depending on the level of retardation and what sort of teaching they received, their day to day skills vary greatly.
If you're talking about a specific person, they would need to be evaluated as to their level of accomplishments. Obviously, there isnt a simple answer to your question.
